Legislature Advances Bills, Budget Items for LD11

Last week we wrapped out a busy spring legislative session that included negotiations for the fiscal year 2027 state budget.

This year’s budget sessions were often daunting as we tried to address a $3 billion structural deficit. Federal spending cuts scheduled to start in 2027 contributed to the state’s financial crunch brought on, in part, by increased costs for health care, school funding, employee benefits, and direct property tax relief. 

That’s why it’s gratifying to report that many of our bills progressed through the Legislature, including several bills that support affordable health care, including our pay parity legislation. This bill permanently extends the requirement that an insurance carrier providing health benefits plans in New Jersey cover and pay for healthcare services delivered through telemedicine or telehealth at the same rate paid when these services are delivered in-person.

We learned how effective telemedicine is when people had to stay at home during the COVID-19 pandemic. For many people, especially seniors, people with disabilities, and others who lack transportation to get to the doctors office, telemedicine continues to be the difference that enables them to see their doctor. The legislation has now passed in both the Senate and the Assembly, which approved it by a 72-to-6 vote last week. 

Many of our bills advanced in the legislature during the final weeks of the spring session. But I wanted to mention one that is close to my heart as a former EMT. The Senate approved our resolution recognizing open water lifeguards as first responders and emergency services providers, as they are in many other countries, and filed it with the Secretary of State just as the summer season gets underway.

Every day, lifeguards stand ready to put themselves in harm’s way to protect others. They are often the first to respond in emergencies, making split-second decisions that save lives and keep our beaches and waterways safe. Their dedication, professionalism, and selfless service deserve to be recognized.

As families head to the shore this summer, I’m grateful for the lifeguards who work tirelessly to keep everyone safe. This resolution is a meaningful step toward giving these everyday heroes the recognition they have long earned.

The legislature also met the June 30 deadline for passing the FY2027 state budget. While we all sacrificed in this budget, my LD11 partners, Assemblewomen Dr. Margie Donlon and Luanne Peterpaul, were able to secure funds for many entities in Monmouth County, including nonprofit organizations that help our neighbors who are in need.

 To mention just a few that will provide funds for mental health care, we obtained $200,000 for mental health services at Monmouth Medical Center; $150,000 for Riverview Medical Center’s mental health-related services, and $75,000 for the Preferred Behavioral Health Group to support its Prevention First program’s operating costs. The budget also includes $100,000 for the YMCA of the Jersey Shore, which provides behavioral and mental health counseling for area youth.

We also secured funds in the budget for some of our Monmouth County nonprofit organizations, including, the Special Children's Center, the United Way of Monmouth and Ocean Counties, LADACIN Network in Monmouth County, Ritesh Shah Charitable Pharmacy, Soup Kitchen 411,The Special Children's Center, 360 Smarter Care, Sea.Hear.Now Festival Security, Monmouth County SPCA, InfoAge Science and History Museums in Wall, the Society for the Prevention of Teen Suicide, the Vietnam Veterans Memorial Foundation, and the Two River Theater in Red Bank.
